The EU Is Consulting on Bio-Based Plastics. What It Means for a Bottle Claim

The European Commission has opened a consultation on bio-based plastic packaging. For buyers, the useful question is not “is it bio-based” but “which claim can I prove”.

What Changed

They are not the same. A bottle made from HDPE with 25 % wheat-straw filler is bio-based and not biodegradable. PLA is bio-based and industrially compostable, but not home-compostable and not recyclable in the PET stream. Bio-attributed virgin resin, made with mass balance, can be chemically identical to fossil HDPE while carrying a lower carbon number.

That distinction matters at the point of sale. A retailer asking for “bio-based packaging” will usually accept a declared percentage of bio-based content with a supplier statement. A retailer asking for “compostable” needs a certification to EN 13432 — a completely different document, and a different material.

For a bottle specification, three questions settle it: what percentage of the material is bio-based, what standard is being claimed (bio-based content, EN 13432, or recyclability), and does the pack still go into the same recycling stream as before. If the answer to the third is no, the packaging has changed category, and the customer needs to know before the artwork is printed.

Our position on straw-fibre HDPE is deliberately narrow: it contains 20–30 % agricultural fibre, it is not biodegradable, and it recycles as HDPE. That is a weaker claim than “bio-based packaging” sounds — and it is the one that survives an audit.

What It Changes in a Bottle Spec
